Ukraine Champions
General Methodology
Ukraine Champions were identified through a comprehensive, data-driven ranking system that evaluates Members of Congress across three core dimensions: support for Ukraine, institutional influence, and electoral viability.
Support for Ukraine was measured through a weighted analysis of votes on key Ukraine-related legislation, producing a report card that classifies Members as negative, supporter, or strong supporter. Additional credit was assigned for legislative leadership, including sponsorship and co-sponsorship of key Ukraine-related bills, with greater weight given to Members who led high-impact legislation.
Institutional influence was assessed based on party status (majority vs. minority), formal leadership positions, and roles on strategically relevant committees, subcommittees, and related entities tied to foreign policy, defense, appropriations, and economic security.
Electoral security was also incorporated, prioritizing Members with safer seats and greater long-term political viability based on re-election timelines and district or state partisanship.
The resulting composite score (0–27) reflects both a Member’s demonstrated commitment to Ukraine and their capacity to advance that support within Congress. Ukraine Champions represent the highest-ranking Members under this methodology, meeting strict thresholds for support, institutional influence, and political sustainability.
