A Vital Stepping Stone: Major Non-NATO Ally Status
The key bill before Congress for the American-Ukraine relationship is the Stand with Ukraine ACT (HR9501/S4992).
The Senate bill was sponsored by Sen Blumenthal and Sen Graham. The House bill was sponsored by Rep Fitzpatrick. All three are Ukraine Champions. The House bill now has 27 co-sponsors.
This bill has several important clauses for Ukraine, including key funding provisions.
The Bill also aims to treat Ukraine as a Major Non-NATO Ally (MNNA). This is an official designation under US law. Key allies such as Israel, Australia, Japan and Korea fall into this category.
MNNA is not the end goal for the American-Ukraine relationship. That remains full membership in NATO. MNNA does not include security commitments, which are a necessary guarantee to ensure peace.
MNNA is an important stepping-stone with key advantages some with immediate benefits. MNNA will allos for faster delivery of US weapons to Ukraine and closer relationship between the US and Ukrainian army. Reserve stockpiles can be placed in Ukraine under MNNA.
MNNA is one of the reasons why passage of the Stand with Ukraine act is the top priority of the American Coalition for Ukraine and the American Ukraine PAC.
